Welcome to Moreno Valley!

So, you just moved to Moreno Valley, now what? Here is some information on what you'll need to do when you move to the city where dreams soar!

*Please note, this guide is not authorized by the City of Moreno Valley, it is solely provided for your convenience. There also might be more steps when you move here than listed on this site.


  1. Step One
    Update your address with the United States Postal Service and the California DMV, if it is an in-state move.
  2. Step Two
    Register Your Vehicle: Within 20 days of becoming a resident. Bring proof of ownership, a smog certificate (if required), and proof of financial responsibility (insurance). You're insurance will need to meet California's minimum liability limits which are $30,000/$60,000/$15,000. Your insurance provider will help you get a policy that meets these limits. You'll know your policy is compliant with California law if your insurance card says "This policy complies with Sections 16056 or 16500.5 of the California Vehicle Code."

    Driver's License: Apply for a California driver's license within 10 days. You'll need to pass a vision test, possibly a written test (It may be waived when you surrender your out-of-state license), and provide proof of identity and residency.
  3. Step Three
    Register to Vote

    You'll need to register to vote at your new address. You can do this online through the registration tool below!

    California's voting system may work differently than they system your previous state uses. For example, every registered voter in the State of California receives a vote-by-mail ballot. You can still vote in-person if you wish.
  4. Step Four
    Setup Utilities

    In Moreno Valley, the companies that operate utilities are:
    Electricity: Southern California Edison & Moreno Valley Utility (Your company depends on your address)
    Gas: SoCalGas
    Water: Eastern Municipal Water District
    Trash: WM (formerly Waste Management)

    Make sure you pay your bill on time to avoid late penalties and shutoffs!
  5. Step Five
    Register Pets
    If you have pets, they might need to be registered with the Moreno Valley Animal Shelter. Some pets don't require registration.

    You'll get a discount if your pet has been spayed/neutered!

  6. Step Six
    Familiarize Yourself with City Services

    Visit the Moreno Valley Civic Center, which contains the Moreno Valley Public Safety Office, City Hall, the Conference and Recreation Center, & more!
